Spatial Planning and Development
Over the past two decades, there has been a shift in spatial planning and development paradigm in Indonesia, along with the rising importance of sustainability issues at the international level. After the inception of Strategic Environmental Assessment (SEA) concept and instruments in Indonesia circa-2000 and the enactment of the 2009 Environmental Protection and Management Law (UU No 32/2009), environmental management has become an integral part of spatial and development plans across regions and provinces in Indonesia.
In each Regional Spatial Plan (RTRW) as well as its derivative documents (Basic Spatial Plan, RDTR), an environmental management plan that is based on a systematic SEA must be included to ensure that critical regions (e.g. protection/conservation areas) and essential ecosystems are considered and protected, and that development will not compromise the carrying capacity of the environment. Likewise, long- to medium-term development plans (RPJP/RPJM) are also subject to the same rigorous environmental assessment, with an additional requirement to include targets of SDGs as part of the regional strategic programs and Key Performance Indicators (KPIs).
